1 October is the Deadline to Submit Initiatives for the 2026 Annual Energy Facilities Construction Plan

The Ministry of Energy, Mining and Mineral Resources of North Macedonia (“Ministry”) has called for submission of initiatives to include energy projects in the 2026 Annual Plan for Construction of Energy Facilities for Production of Electric and Heat Energy and Storage of Electrical Energy (“Annual Plan”), implementing the new regulatory framework introduced by the recently enacted Energy Law.

According to the announcement, any interested investor may submit an initiative to the Ministry by 1 October 2025 for inclusion of an energy facility in the 2026 Annual Plan. The supporting documents required for different types of energy facility construction projects are listed on the Ministry’s website.

The call has been announced during an ongoing process for enacting a specific rulebook which should define in detail the form, content, and procedure for submitting initiatives, as well as other relevant issues regarding the Annual Plans, in accordance with the Energy Law.

The concept for the adoption of Annual Plans aims to provide a strategic approach to energy sector planning, offering a clear overview of the country’s priorities for the development of energy capacities, guiding strategic investment decisions, and ensuring both a stable electricity supply and legal certainty for investors. The inclusion of the energy facilities in the Annual Plan is a prerequisite for successfully obtaining the necessary authorisations for completion of the projects, as well as for use of the state support measures expected to be introduced with the Law on the Use of Energy from Renewable Sources, which at this point is still in a drafting stage.
