2025 Annual Report Highlights Increased Enforcement Activity by the Competition Commission of North Macedonia

The Commission for Protection of Competition of the Republic of North Macedonia (“Commission”) has submitted its 2025 Annual Report (“Report”) for parliamentary review. The Report, now publicly available on the Parliament’s website, outlines the Commission’s enforcement activities throughout 2025, revealing a significantly more rigorous enforcement approach compared to previous years.

In 2025, the Commission adopted 21 decisions in which it established infringements of the Competition Law, with total fines imposed in the amount of MKD 50,884,696 (EUR 827,000). The breakdown of these enforcement actions includes:

  • 5 decisions regarding prohibited restrictive agreements/decisions (MKD 37,961,696 / EUR 617,000);
  • 2 decisions regarding abuse of dominant position (MKD 1,547,500 / EUR 25,163);
  • 5 decisions regarding gun-jumping offences (MKD 10,735,500 / EUR 174,561);
  • 10 decisions relate to minor infringements, such as failure to provide data/provision of incomplete data (MKD 640,000 / EUR 10,406).

This represents a significant increase compared to 2024, when the Commission adopted only three infringement decisions and imposed total fines of MKD 1,968,100 (EUR 32,000).

In addition, throughout 2025, the Commission actively enforced the Law on Unfair Trade Practices in Agricultural and Food Products, adopting 7 decisions with total fines of MKD 5,321,625 (EUR 86,250).

While several of the Commission’s decisions are still being reviewed by the courts, the 2025 data shows a clear shift towards a more aggressive enforcement approach. By issuing large fines across different industries, the Commission has proven it is both able and willing to protect fair competition. This trend suggests that companies need to take compliance more seriously, as the authority is taking decisive action to stop anti-competitive behaviour and protect consumers.
