The Government of North Macedonia has approved two key draft laws aimed at advancing the country’s digital transformation: a new Law on Electronic Communications (“EC Law”) and the Law on Safety of Networks and Information Systems (“Cybersecurity Law”). The latter is North Macedonia’s first-ever law on cybersecurity.
These draft laws are part of the national reform agenda focused on digitalisation and transparency, aligned with the EU’s NIS 2 Directive, the Electronic Communications Code and the Gigabit Infrastructure Act (GIA).
The draft EC Law seeks to strengthen user rights, improve personal data protection, increase transparency among telecom operators and ensure greater regulatory oversight through the Agency for Electronic Communications.
On the other hand, the draft Cybersecurity Law outlines a national model for managing cyber risks and establishes new institutional structures, such as the National Cybersecurity Coordination Council.
It also requires public institutions and critical infrastructure operators to employ cybersecurity professionals and provides support for managing cyber threats.
In the following period, the draft laws will enter parliamentary procedure for review and adoption.
